Having lived in both countries and been instructed by them I’d say that Japanese culture is more publicly expressed its image more defined and visible than Chinese culture.
That’s partly due to their levels of development: Japanese have out-earned their Chinese cousins for the past century and been able to spend lavishly on cultural artifacts. They live on small islands too which focuses the cultural impact. And they really really care about their culture: they’d rather become extinct than permit immigration!. But that’s only one reason we don’t yet find China’s expression of its culture as attractive as Japan’s.
The other is age. China has been in the culture game so long – they established their current form of government when Christ was born and have been refining it ever since – that the culture sank into people’s bones like an ancient mountain range eroded into alluvial soil.

China is the only surviving example of a nation that’s made the transition from expressing its culture to being a civilization ‘the stage of human social development and organization considered most advanced’. Creating a civilization requires vast numbers of intelligent cooperative people living wisely together for millennia. The Chinese had the numbers and the time and in Confucius the social wisdom. Through diligent practice generation after generation they learned to ‘master’ the practice that Confucius recommends and to embody – as a civilization – the principles he emphasized. Far from perfectly as any Chinese will tell you but well enough to keep everyone on the same page.

Fernand Braudel suggests imagining the impact on European civilization of a series of Imperial dynasties maintaining the self-same style and significance from Caesar Augustus until the First World War. You could say they’ve refined the art of living together in large numbers.
Observing a civilization in action requires careful study and observational skill while observing manga porn and polite Japanese people is relatively easy. Interestingly many Chinese when asked why they make Japan their #1 tourist destination reply that they enjoy learning from Japanese culture.

Jay Liu I've been told I'm Chinese...
Written May 9 2016
This is really a simple issue; I don't see why people keep bringing it up...
Let's consider the things that the two countries are mainly known for in the Western world.
Japan:
Anime
Porn
Anime porn
Electronics
Video games
Porn video games
Manga
Porn manga
Cars
Other things that nerdy kids are into: ninjas samurai geishas etc.
More porn

China:
Poor quality goods and services
Hackers/Scammers
Nasty people you meet online
Pollution
Your next door neighbor
That one kid in your class you'd like to cheat off of in math
Other nebulous nasty factoids: communism Tiananmen Square Mao Cultural Revolution
Honestly I don't even know why non-business Westerners even bother with China. Were it the other way around I don't think Chinese would have any interest in such a country.

Many of those people are into Japanese pop/youth culture in particular. After getting familiar with the pop culture they might get interested in other things also.
China does not seem to offer as much in those fields and in any case what exist is in Chinese and not usually translated into English or other foreign languages. Japanese cartoons animations and video games get translated.

Also:
It seems that in the old times in Western countries there was a fascination for all cultures that managed to resist Western colonization. This is where the fascination with Japan started. China resisted pretty well also but this was also a period when China was internally in a bad state and probably this gave China a reputation of a declined culture. Of course this has changed since then and many foreigners admire Chinese fast progress. Just the same way Japan’s fast progress got a lot of admiration back when it happen. First Japan was totally unknown closed and very traditional - 50 years later Japan became very powerful. Also after World War Two Japan was in a bad state but somehow became an economic power. This caused admiration and interest.

It’s not a choice between Japan and China from foreigners’ point of view. I like many things in Japanese culture but also Chinese things - for example I like Chinese action movies and Japanese action movies and I like both Chinese and Japanese foods. I also like to read about the history of both countries. I am not interested in Japanese cartoons or animations though.
Japan has a longer recent history of strong cultural contact with foreign countries than China has. Just 20 years ago China was sort of a mystery. In the future Chinese culture will get more attention but also Japan has had an earlier start so they sort of limit the growth of interest in another East-Asian culture for many non East-Asians.

As for Japanese non-pop culture and ways of doing things for most people I guess it is even more strange and exotic than Chinese culture. In general I’d say that everything the Japanese do they often go to extremes. Both in good things and bad things and even when going to the extreme is inpractical and requires a lot of effort for little benefit. In China and in for example the Western countries people usually prefer the middle path. So this is one of the general reasons where Japan differs from the rest and thus has a special way of being interesting. Just one old example: Harakiri the ritual Japanese suicide of old times. There are suicides in Western countries and in China but they are not a tradition as such not as shocking and not part of “high style culture”. In our countries if a high ranking official or a military officer does a certain mistake they are no expected to put a knife in their stomach and then have their head cut of with a sword by an assistant or a good friend. This is just one thing but it tells about a level of difference that sometimes makes even China look similar to Western countries.

Also in this way it is not a choice between the countries: China and Japan have a problematic relations both now and in recent history. But most foreigners do not want to choose a side there and probably just hope that China and Japan would have good relations one day. As for me I am fascinated by many Japanese things and get on well with Japanese people - at the same time I think that Japan should apologize the war crimes and that it is shameful that they do not do so.
