印度网友评：印度霸权该终结了

环球时报7月6日文章，印度对小国不丹的控制和压迫让人咋舌，它导致这个中国的邻国至今没有与北京建交，也未同任何联合国安理会常任理事国建交。印度通过与不丹的不平等条约，严重损害该国外交主权，并且控制了后者的国防。

印度曾经对小国锡金施行过同样的胁迫政策，锡金社会在上世纪六七十年代多次反抗，要求收回国家主权，但遭到印度军队的野蛮镇压。印度于1974年至1975年软禁锡金国王，重新组建完全由它控制的锡金议会。最后操纵该议会通过锡金加入印度的声明。锡金被吞并的命运，一直像噩梦一样笼罩着不丹，后者被迫对印度的欺凌逆来顺受。

不丹和锡金历史上都深受西藏影响，英国殖民者占领印度后逐渐北侵，把控制力扩展到喜马拉雅山南坡。印度独立后沿袭了英国殖民者的野蛮政策，使喜马拉雅山南麓的几个小国成为其地区霸权主义的牺牲品。

这次中印军队对峙就是印度地区霸权主义的一次释放性表演，印度竟公然使用“帮助不丹保卫领土”的名义越界阻止中国修建道路，而中印军队的对峙地点处在非争议区的中国领土上。印度对外展示的是这样一个姿态：这个地区我说了算，我在这一地区的影响力不容挑战。

中方修建公路的地点靠近印度西里古里走廊，该走廊最窄处仅二十几公里，是通往该国东北部动荡地区的“鸡脖子”。新德里认为中国在洞朗地区修公路威胁到该通道的安全，并受这一极端思维的驱使闯入中国领土干预筑路工程。

印度地区霸权主义的膨胀在走向临界点，它此次的冒险行径无异于自捅马蜂窝，承担由此而产生的各种后果将是它势必付出的代价。

喜马拉雅山南麓国家受印度欺负的事实应当受到国际社会的重视，亚洲国家及世界大国需要关注小国不丹的命运，阻止印度对该国的压迫。中国应该带动国际社会支持不丹恢复外交主权，确保不丹的意志主导该国的国防，印度与不丹的一些现有协议严重违背不丹人民的意愿，属于不平等条约，应当废除。中国还应争取尽早与不丹建立外交关系。

中国也应重新考虑我方对锡金问题的态度。尽管中国在2003年以后承认了锡金被印度吞并的现状，但这不是不能调整的。锡金民间肯定存在对故国的思念，有这种缅怀的人对外界如何看锡金问题必十分敏感，只要中国社会有支持锡金复国的声音，这种声音就会传播到锡金去，点燃锡金社会要求复国的火种。

过去中国有些忌惮印度打达赖牌，现在看来，那张牌早已被国际社会上的反华势力透支使用，印度继续帮达赖怎么折腾，对西藏已经产生不了额外影响。但是中国只要调整对印度敏感问题的态度，影响力将是全新的。这些牌至少应当成为中国打击印度嚣张气焰的同花顺。

中国民间有许多看不惯印度地区霸权主义的人和力量，愿意支持锡金复国和不丹恢复主权的同样不乏有之。随着中印边界问题变热，民间将会涌现这样的积极性，官方只需顺其自然，等待它们成长为强有力的民间外交牌。

只要有一定条件，不丹、锡金都会出现强大的反印度运动，印度东北部的其他地区也将受到影响，呈现更加动荡的局面。到那时就有印度好看的了，喜马拉雅山南麓的地缘政治形式亦将改写。

中印关系十分复杂，如果彼此放开手脚搞地缘政治，就会形成“围棋”的局面，各有千秋。但是中国的总实力大大高于印度，优势更多。我们并不想主动与印度开启对抗，但是我们手中必须有能用来敲打警告新德里不可恣意妄为的足够多工具，只有这样印度才可能收敛。

Chinese state media warns India: 'Back off border dispute or Beijing will support Sikkim's independence'

NEW DELHI: Chinese state media warned a "bullying" New Delhi that if it doesn't back down in the latest border dispute+ , Beijing may well begin supporting "pro-independence appeals in Sikkim".

Supporting Sikkim's "independence"+ will "be a powerful card to deal with New Delhi", said an editorial in the hardline Global Times, which is run by the Communist Party of China's People's Daily newspaper.

In fact, the editorial strongly advocated that "Beijing should reconsider its stance over the Sikkim issue". That's because it believed India "has to pay for its provocations" and because China needs to end "New Delhi's regional hegemony" which "is swelling to a tipping point".

The editorial spoke of people in Sikkim being "sensitive" to how the world views them.

"Although China recognized India's annexation of Sikkim in 2003, it can readjust its stance on the matter. There are those in Sikkim that cherish its history as a separate state, and they are sensitive to how the outside world views the Sikkim issue," it said.

In fact, the editorial all but said China could "support" Sikkim breaking away from India by fueling, "pro-independence appeals" there.

"As long as there are voices in Chinese society supporting Sikkim's independence, the voices will spread and fuel pro-independence appeals in Sikkim," said Global Times.

As a Sikkimese and a proud Indian, I can tell that we have never clamored for independence from India. We are as Indian as anyone from any other Indian state. We crazily follow India's cricket match like any other Indians (especially when we play against Pakistan) and our heart fills with pride every time the Indian National anthem is played.
